    Non-Preemptive Scheduling on Machines with Setup Times

    Consider the problem in which n jobs that are classified into k types are to be scheduled on m identical machines without preemption. A machine requires a proper setup taking s time units before processing jobs of a given type. The objective is to minimize the makespan of the resulting schedule. In this problem, we are given bins of capacity 1, and n items of Q different classes, each item e with class c(e) and size s(e). The problem is to pack the items into bins, such that two items of different classes packed in a same bin must be in different shelves. Items in a same shelf are packed consecutively. Moreover, items in consecutive shelves must be separated by shelf divisors of size d. In a shelf bin packing problem, we have to obtain a shelf packing such that the total size of items and shelf divisors in any bin is at most 1. A dual approximation scheme must obtain a shelf packing of all items into N bins, such that, the total size of all items and shelf divisors packed in any bin is at most 1 + epsilon for a given epsilon > 0 and N is the number of bins used in an optimum shelf bin packing problem. Shelf divisors are used to avoid contact between items of different classes and can hold a set of items until a maximum given weight. We also present a dual approximation scheme for the class constrained bin packing problem.     Lower bounds for several online variants of bin packing

    We consider several previously studied online variants of bin packing and prove new and improved lower bounds on the asymptotic competitive ratios for them. For that, we use a method of fully adaptive constructions. In particular, we improve the lower bound for the asymptotic competitive ratio of online square packing significantly, raising it from roughly 1.68 to above 1.75.Comment: WAOA 201

    European tourism policy: Its evolution and structure

    © 2015 Elsevier Ltd. This article reviews the procedural complexity of tourism policy-making by the European Commission leading up to the 2010 Communication. Initially, the European Commission had to present interventions affecting tourism as a community action or measure; intended to assist in the implementation of the Internal Market. Later, integration of the sustainable development principle into European Treaties established a framework for governance and a foundation for tourism policy, and the Lisbon Treaty in 2007 established a European policy that explicitly related to tourism, albeit a complementary competence in character. This article highlights a lack of leadership from the Member States throughout the process and contrasts this with the self-serving, driving force of the Commission in making tourism policy that focuses primarily on promotional actions. Consequently, the Commission has not created a robust, dynamic, flexible European model for tourism, designed in a way to best serve the needs of the Member States

    Corporate sustainability reporting index and baseline data for the cruise industry

    Sustainability policies and corporate reports demonstrate the impacts cruise companies acknowledge as their responsibility, and the actions put in place to address them. This paper develops a corporate social responsibility index based on the Global Reporting Initiative, with industry specific additions including labor and human rights, health and safety, and environmental and economic aspects. Companies disclose more management than performance data, which is typical of early stages of development. Companies disclosing less information focus on soft indicators which are easy to mimic and demonstrate posturing. Items disclosed tend to be marginal to the core of the business, have a positive economic impact or pre-empt sector regulation. Reports echo the voice of the corporations and not the demands of stakeholders. Institutional isomorphism has not influenced a homogenization in reporting, with only the largest firms reporting at this stage

    Microevolution of Helicobacter pylori during prolonged infection of single hosts and within families

    Our understanding of basic evolutionary processes in bacteria is still very limited. For example, multiple recent dating estimates are based on a universal inter-species molecular clock rate, but that rate was calibrated using estimates of geological dates that are no longer accepted. We therefore estimated the short-term rates of mutation and recombination in Helicobacter pylori by sequencing an average of 39,300 bp in 78 gene fragments from 97 isolates. These isolates included 34 pairs of sequential samples, which were sampled at intervals of 0.25 to 10.2 years. They also included single isolates from 29 individuals (average age: 45 years) from 10 families. The accumulation of sequence diversity increased with time of separation in a clock-like manner in the sequential isolates. We used Approximate Bayesian Computation to estimate the rates of mutation, recombination, mean length of recombination tracts, and average diversity in those tracts. The estimates indicate that the short-term mutation rate is 1.4×10−6 (serial isolates) to 4.5×10−6 (family isolates) per nucleotide per year and that three times as many substitutions are introduced by recombination as by mutation. The long-term mutation rate over millennia is 5–17-fold lower, partly due to the removal of non-synonymous mutations due to purifying selection. Comparisons with the recent literature show that short-term mutation rates vary dramatically in different bacterial species and can span a range of several orders of magnitude

    Association of a Bacteriophage with Meningococcal Disease in Young Adults

    Despite being the agent of life-threatening meningitis, Neisseria meningitidis is usually carried asymptomatically in the nasopharynx of humans and only occasionally causes disease. The genetic bases for virulence have not been entirely elucidated and the search for new virulence factors in this species is hampered by the lack of an animal model representative of the human disease. As an alternative strategy we employ a molecular epidemiological approach to establish a statistical association of a candidate virulence gene with disease in the human population. We examine the distribution of a previously-identified genetic element, a temperate bacteriophage, in 1288 meningococci isolated from cases of disease and asymptomatic carriage. The phage was over-represented in disease isolates from young adults indicating that it may contribute to invasive disease in this age group. Further statistical analysis indicated that between 20% and 45% of the pathogenic potential of the five most common disease-causing meningococcal groups was linked to the presence of the phage. In the absence of an animal model of human disease, this molecular epidemiological approach permitted the estimation of the influence of the candidate virulence factor. Such an approach is particularly valuable in the investigation of exclusively human diseases

    Rate of exposure of a sentinel species, invasive American mink (Neovison vison) in Scotland, to anticoagulant rodenticides

    Anticoagulant rodenticides (ARs) are highly toxic compounds that are exclusively used for the control of rodent pests. Despite their defined use, they are nonetheless found in a large number of non-target species indicating widespread penetration of wildlife. Attempts to quantify the scale of problem are complicated by non-random sampling of individuals tested for AR contamination. The American mink (Neovison vison) is a wide ranging, non-native, generalist predator that is subject to wide scale control efforts in the UK. Exposure to eight ARs was determined in 99 mink trapped in NE Scotland, most of which were of known age. A high percentage (79%) of the animals had detectable residues of at least one AR, and more than 50% of the positive animals had two or more ARs. The most frequently detected compound was bromadiolone (75% of all animals tested), followed by difenacoum (53% of all mink), coumatetralyl (22%) and brodifacoum (9%). The probability of mink exposure to ARs increased by 4.5% per month of life, and was 1.7 times higher for mink caught in areas with a high, as opposed to a low, density of farms. The number of AR compounds acquired also increased with age and with farm density. No evidence was found for sexual differences in the concentration and number of ARs. The wide niche and dietary overlap of mink with several native carnivore species, and the fact that American mink are culled for conservation throughout Europe, suggest that this species may act as a sentinel species, and the application of these data to other native carnivores is discussed
